Lismore City Council is seeking experienced contractors for the Invercauld Road water main replacement - Stage 2 project. The project involves replacing aging water distribution network infrastructure to improve asset condition and reduce service disruptions. Key activities include site establishment, horizontal directional drilling (HDD) or open trench installation, service connections, testing, commissioning, and decommissioning of the existing main. Tenderers must demonstrate personnel, equipment, qualifications, and accreditations. A compulsory site meeting is scheduled for Thursday, June 3rd at 2:00 PM. The tender closes on Monday, June 22, 2026. Award is expected by Monday, August 3, 2026.
Construction works must commence within 4 weeks of the letter of award unless an alternative date is agreed to by council in writing, subject to council approval of start up documentation. The contractor must adhere to the approved program, including all milestones, shutdowns, and sequencing.
Quotations will be assessed based on total price, comparison with benchmarks or budget, value for money, whole of life cost, capability and experience, technical skills and ability, appropriate resources, and delivery timeline.
Tenderers must demonstrate they possess the personnel, equipment, qualifications, and accreditations necessary to safely and competently deliver the project. This includes a Project Manager with HDD experience, Site Supervisor/Foreman, HDD operator and crew, excavator operator, licensed plumber, and pipe layer. Organizational certifications like ISO ****, ISO ****, and ISO **** are highly regarded.
