The contract will include the general conditions of contract, the contract information table, and the specification. The principal reserves the right to negotiate the contract terms and conditions. The tender validity period is three months commencing on the next business day after the closing time. A Tasmanian Industry Participation Plan (TIPP) is required if the tender is for an amount greater than the threshold amount. The principal may extend the closing time. Unsuccessful tenderers are encouraged to request a debriefing from the principal to discuss the reasons for their non-selection.
The date for delivery specified in an official order for the purposes of clause 23 of the general conditions of contract must be within 24 hours from when the principal gives the official order to the supplier.
The successful tenderer must invoice the principal the contract sum for goods and services provided in accordance with the contract, and payment will be made within 20 business days of receipt of the invoice.
The warranty period applicable to the goods is 3 months from the date of the acceptance of the goods, in accordance with the contract, by the principal.
The evaluation process will be undertaken against the evaluation criteria and weightings, including company capability, service delivery, technical specifications, price, and economic and social benefits to the Tasmanian community.
Tenders will initially be assessed for compliance with the requirements set out in the conditions of tender, including submission by the closing date and time and in accordance with all other lodgement instructions.
If the supplier does not deliver the services in accordance with the contract, the principal may elect to terminate the delivery of any services that have not been delivered, and the supplier may be liable for any loss suffered by the principal.
A potential supplier must not inspect a site or sites relevant to the delivery of the supplies except in accordance with a site inspection arranged by the potential supplier with the contact officer.
As part of the tender evaluation process, the department may request samples from the tenderer for each product offered, and sample products must not be provided until a written request is received from the contact officer.
