Midcoast Council is seeking a consultant to develop and implement a disaster response framework. The framework will be supported by existing council work and lessons learned from past events. Key areas include evidence capture, work order quality, procurement, reporting, readiness, and governance. The consultant will design, embed, test, and operationalize the framework. Deliverables include the framework itself, improved processes for evidence capture, procurement, reporting, and readiness materials. Payment will be milestone-based. The contract will be governed by AS **** are due by 13 August 2026.
The RFQ closing date is Thursday, 13 August 2026, at 14:00 AEST. The expected commencement date is Monday, 7 September 2026.
Payment will be based on agreed milestones between council and the consultant prior to contract signing. Additional services will be paid monthly based on pre-agreed rates.
Respondents will be assessed on sustainability, demonstrated understanding of requirements, proposed methodology, relevant experience, capability of proposed personnel, commercial offer and value for money, risk management, and compliance with RFQ requirements.
Respondents must be suitably qualified and experienced consultants. Mandatory criteria include insurance documents and a respondent declaration.
The deadline for requests for clarification is Tuesday, 11 August 2026.
Failure to comply with mandatory criteria may result in exclusion from further evaluation. Failure to disclose conflicts of interest may lead to contract termination or rejection of future responses.
