The bid closing date is Thursday, 4th June 2026, at 14:00 AEST.

Tenders will be assessed based on weighted criteria including appreciation and understanding of the project, detailed project methodology, development of risks and opportunities register, consultants proposed key personnel, relevant company experience, proposed program and key milestones, quality, safety and environmental management, and fee proposal.

Tenderers must meet the mandatory assessment criteria, which include meeting insurance requirements, holding a third-party accredited quality management system certified to AS/NZS ISO **** or equivalent, and having a representative attend the compulsory tender briefing who is an appropriately qualified and senior representative with direct involvement in the preparation and delivery of the tender. The team leader or a senior member of the team must have completed an EIS to exhibition phase for an SSD or SSI project in the past 7 years.

Attendance at the tender briefing is mandatory and will be held on Thursday, 14th May 2026, at 10:00 AM AEST at 191 Clarkes Rd, Tinonee. Attendees must have a 4WD capable vehicle and specific PPE requirements.

Failure to comply with mandatory assessment criteria may result in a tender being excluded from further evaluation. Any tenderer who solicits support for its tender or otherwise seeks to influence the outcome of the tender process may be disqualified.

Failure to nominate clarifications, assumptions, or departures within the schedule will result in removal from further evaluation.

The tender response duration is from 05 May 2026 to 18 June 2026. The supplier query cutoff is Tuesday 19 May 2026 at 04:00 am E. South America Standard Time.

The tender process aims for competitive value for money pricing to enable these services to be carried out within stringent funding limits.

GPC is seeking tenders from suitably experienced and capable aviation services providers.

A mandatory site inspection will be held in Gladstone on the 26th of May starting at 9:00 am.

Failure to return the confidentiality deed poll within the specified timeframe may result in exclusion from participation in the invitation to tender process.

The supplier warrants that neither it, nor its personnel have engaged in, or will engage in, any collusive, anti-competitive or similar conduct, and that neither it nor its personnel have or are likely to have a conflict of interest, except as disclosed in the offer.

Evaluation criteria include capability, experience and availability; methodology; purposeful public procurement outcomes (local benefits, SME participation); and cost and value for money.

Suppliers must demonstrate proven experience in successful delivery of projects in the rail industry, or ability to obtain within 2 months of appointment, a valid construction white card suitable for works in Queensland, and relevant professional qualifications such as a Bachelor's degree in Engineering, Construction Management or related field, or demonstrable experience in a similar field.

The customer may request some or all suppliers to conduct site visits, provide references and additional information, and/or make themselves available for panel interviews.

Supplier query cutoff is Wednesday, 20 May 2026, at 01:00 am E. South America Standard Time.

The customer may, in its absolute discretion, immediately disqualify a supplier from the invitation process, or terminate the contract, where it believes the supplier has breached any warranty.
