Expression of Interest (EOI) invited from organisations to utilise the James Scott Wing at North Eastern Soldiers Memorial Hospital (NESM) to deliver community services that complement existing hospital services. Proposals should enhance health, wellbeing, and community services. The wing is offered on an as is, where is basis, and the successful proponent will be responsible for any refurbishment, fitout, and operational costs. A nominal rent will be charged. The EOI closing time is 2:00 PM Hobart time on Friday, 11 September 2026. A site inspection opportunity is available on Tuesday, 18 August 2026, at 10:00 AM, but attendance is not mandatory. The department will charge a nominal rent for the facility, but will not contribute funding towards facility refurbishment or fitout costs. These costs will be the responsibility of the successful proponent.
Expressions of interest will be assessed based on their ability to deliver against the EOI evaluation criteria, which include proposed use, service quality, organisational capability, integration with existing services, financial investment, and implementation planning.
Organisations interested in utilising the James Scott Wing should be suitably qualified and demonstrate the capability and capacity to deliver services aligned with the project objectives.

An expression of interest may be excluded if there is evidence of a breach of the EOI terms and conditions that materially affects the integrity of the process, or if there are significant deficiencies in performance under prior government contracts.
