The Loddon Shire Council is seeking proposals for an aquatic service review to assess the performance, relevance, and sustainability of its five public swimming pools. The review will provide evidence-based recommendations for future service delivery options. Proposals must include a company profile, experience with aquatic leisure service reviews, methodology, project schedule, CVs of personnel, pricing schedule, and a risk management plan. The closing date for submissions is January 13, 2026.
The review must be completed by May 2026, and the final report is to be presented in June 2026.
Council will pay the amount of each invoice within 30 days of its receipt or 30 days after completion of the service whichever is the later except where council notifies the contractor of a dispute in accordance with clause 24 of this agreement.
The contractor warrants on both labour and materials supplied under this contract that where within 12 months of the completion of the service, any defect arises other than from reasonable fair wear and tear in relation to the output of any service performed by the contractor, the contractor shall promptly upon receipt of written notice thereof from the council, at its own cost rectify the defect or reexecute or make good any service not properly performed.
The evaluation criteria include understanding of scope and context, methodology and work approach, relevant experience with aquatic leisure reviews, skills and qualifications of key personnel, and price/value for money.
The successful consultant will enter into a contract that includes participation in scheduled stage gate meetings, reporting requirements, confidentiality obligations, intellectual property ownership, compliance with policies and legislation, termination clauses, and payment terms.
If the services are not provided by the end date of the contract, the designated officer shall certify as due and payable to the council, liquidated damages in the amount specified in item 12 of the annexure, for every day after the end date of the contract, until the services are provided to councils satisfaction.
