Delivery Services Tenders

The preferred completion timeframe is from 7 September 2026 to 27 November 2026, but alternative delivery programs may be considered if clearly justified and supported within the tender submission.

Tenders will be evaluated based on best value for money, considering price (30%), compliance with specification and methodology (25%), track record (10%), capacity and capability (15%), social and economic benefit (5%), environmental benefit (5%), and consultation and communication (10%).

Respondents must meet mandatory compliance criteria including OHS and risk management systems, minimum insurance requirements, and commercial builder registration.

No site visits are planned for this invitation.

Enquiries must be submitted at least 5 business days prior to the closing time.

Tenders that do not meet mandatory requirements will not be considered further. Failure to submit required additional information or attend a discussion may result in the tender not being considered.

The tender closes on Wednesday, 29 July 2026, at 01:00 AM E. South America Standard Time. The expected decision date is Wednesday, 09 September 2026.

Payments under the contract will be made at Rockhampton, Queensland. The contract specifies times for payment claims, with claims generally due by the 15th of each month, subject to satisfaction of certain preconditions.

The contractor warrants that they are skilled in similar projects, will carry out works with due diligence and skill, use the best available materials, have a competent organisation, hold the necessary licenses, and comply with privacy laws. These warranties survive the final certificate.

Contractors must be suitably qualified and experienced. Specific qualifications and experience requirements are detailed within the tender documents, including adherence to Australian Standards and relevant legislation.

Liquidated damages are set at $2,000 per day for delays to practical completion, with no limit specified for these damages.

A pre-start meeting is mandatory before commencing works on site. This meeting will address construction and site-specific issues, lines of communication, and site induction.

The contract outlines conditions for substantial breach, which could lead to disqualification or termination. This includes failure to act honestly, breaches of contract, or insolvency events.

The closing date for submissions is Tuesday, 21 July 2026, at 01:00 am E. South America Standard Time.

Providers must warrant all workmanship for a minimum of twelve (12) months from the date of completion and pass through the full benefit of any manufacturer or supplier warranties for parts and components.

Service providers must ensure all personnel performing services are suitably qualified, competent, and experienced, holding relevant trade qualifications, licenses, and competencies applicable to the services being performed.

Prior to commencing services, the service provider must understand and comply with all site-specific requirements communicated by the GRC representative, which may include site inductions.

If the service provider employee or subcontractor fails to maintain required data, complete overdue actions, or complete designated training and inductions, GRC reserves the right to refuse or remove the subject parties from GRC sites.
