Submissions may be evaluated against: lump sum fee and value for money (40%), relevant experience (25%), demonstrated understanding of scope and methodology (20%), team capability (10%), and submission completeness (5%).

Consultants must be suitably qualified to undertake investigations and multidisciplinary design services for the proposed relining and associated civil works.

If the supplier breaches a term of the agreement and fails to remedy it within 14 days, or breaches a term incapable of remedy, council may terminate the agreement.

Site inspections and investigations are part of the scope. Respondents are required to review site photos, reference imagery, and the technical specification to familiarize themselves with general site conditions. site inspections and investigations detailed survey geotechnical investigations

Failure to remedy a breach within 14 days of notice, or breaching a term incapable of remedy, may lead to termination. Contract completion is required by 29 January 2027. Phase 1 is to be completed by 15 December 2026, and Phase 2 by 15 December 2026. Phase 4 is to be completed before Friday 29 January.

The evaluation criteria are: capability and experience (25%), methodology (20%), social and economic factors (20%), and price (35%).

The supplier query cutoff is Wednesday 10 June 2026 11:00 pm E. South America Standard Time. Clarifications cutoff for requests for clarification or further information will not be accepted on or after the date that is 3 business days prior to the closing date.

Any prohibited contact with a local government employee or elected member of council may result in the respondent or prospective respondent and their tender being disqualified from the tender process.
