Central Highlands Regional Council is seeking submissions for mobile crushing services to supply and stockpile quarry products (unbound pavement material) to ARRB standards from designated quarries for works throughout the region. The contract involves supplying materials, plant, equipment, and personnel. Payment terms are within 30 days of the last day of the month in which the invoice is received.
The contractor warrants that any goods supplied will be new, of merchantable quality, free from defects, and comply with the national construction code performance requirements.
Submissions will be evaluated based on Price (****), Relevant Experience and Historic Performance (15%), Proposed Program and Methodology (10%), Development of Competitive Local Business (5%), and General Details, Qualifications/Departures, Insurances, and Conflict of Interest (Pass/Fail).
Suppliers must be competent and capable of supplying all necessary materials, plant, equipment, personnel, and services. Specific qualifications related to WHS, environmental compliance, and traffic management are required.
Liquidated damages may apply if the contractor fails to achieve completion by the completion date or a key supply date, at the rate stated in Schedule 1 or the request for services.
Any proposed site visits must be coordinated through Council's SSE Peter Jones.
Risks include failure to comply with contract conditions, failure to provide goods/services in a timely and efficient manner, breaches of warranties, anticompetitive conduct, and conflicts of interest.
