Expressions of Interest are invited for the management and operation of Bingara War Memorial Baths and/or Warialda War Memorial Olympic Pool for the 2026/2027 swimming season. The contract term is from 1 September 2026 to 30 April 2027. Pools are to be open to the public from 3 October 2026 to 26 April 2027, with daily operating hours from 11:00 am to 6:00 pm, extended to 7:00 pm during peak summer months. Early access for lap swimmers is available from 5:00 am to 9:00 am via electronic fob. The scope of services includes day-to-day management, supervision, ensuring compliance with legislation, providing qualified staff, operating the kiosk, customer service, cleaning, fee collection, reporting, and maintaining pool water quality. The contractor retains kiosk income. Council is responsible for pool water treatment chemicals, utilities, major maintenance, and insurance. Monthly operational reports are required. The contractor must maintain public liability insurance of $20 million and workers compensation insurance. Submissions must be received by 5:00 pm on Friday, 7 August 2026. Late submissions will not be accepted. Evaluation criteria include relevant experience, staff qualifications, operational approach, financial proposal, and local knowledge. Site inspections are encouraged.

Submissions will be reviewed against: relevant experience operating aquatic, recreational, hospitality or similar facilities; demonstrated ability to provide suitably qualified staff; proposed management and operational approach; financial proposal; and local knowledge and community benefit.
Applicants must be suitably qualified and experienced individuals, businesses, or organisations. Required staff qualifications include pool lifeguard licence, CPR certificate, first aid certificate, and working with children check where required. A food safety supervisor certificate is required for kiosk operation.
Council reserves the right to terminate the agreement in the event that the contractor fails to comply with any applicable legislative requirements, safety obligations, or agreed operational standards. Council may exercise its right to immediate termination where the circumstances are deemed to present an unacceptable risk or serious breach of obligations.

Failure to comply with legislative requirements, safety obligations, or agreed operational standards may lead to termination. Any breach of the licence conditions may constitute a breach of this agreement and may result in corrective action being taken by council, including, where necessary, suspension or termination of the agreement in accordance with its terms.
