Tenderers are required to be suitably qualified and experienced contractors. They must hold all necessary licenses, qualifications, and certifications, and have a suitably trained workforce to deliver the services without reliance on undisclosed subcontractors.

A tender may be rejected if it is lodged late, does not comply with RFT documents, regulatory requirements, or seeks to include the tenderer's own conditions of offer. Failure to notify Council of a conflict of interest or inability to resolve it may also lead to exclusion.
