This Request for Tender (RFT) is for the staged upgrade of pool plant systems at Ashburton Pool and Recreation Centre. The project involves controls upgrade, ozone decommissioning, and filtration system upgrades. A mandatory site inspection is required. Submissions must be lodged electronically via VendorPanel by 5pm on 17th July 2026. The evaluation criteria include best value principles, considering competence, experience, price, and risk. The contract is expected to commence in 2026 and be completed by early 2027.
Works are expected to commence in 2026 with completion by early 2027.
Payment claims are to be lodged by the 28th day of each month and will be assessed within 10 working days. Payment will be made by EFT. Payment will be made in accordance with the special conditions **** november 2024.
The contractor shall provide to the superintendent the guarantees and warranties as specified in the contract documentation before the certificate of practical completion is issued. Warranties or guarantees shall commence as from the date of practical completion.
Council will award the tender by applying the best value principles, considering professional competence, capacity and experience, price, risk, financial viability, insurances, compliance to contract, and the overall value for money proposition.
Tenderers must demonstrate experience, commitment, and capacity for the delivery of the works. Mandatory compliance criteria include ABN registration, completion of statutory compliances, supplier code of conduct commitment, insurance compliance, satisfactory financial assessment, and compliance with specification.
Liquidated damages of $2,000 per calendar day will be applied for each day practical completion is delayed beyond the date for practical completion.

The supplier query cutoff is Friday 17th July 2026 at 04:00 am.
Tenders may not be considered if they engage in canvassing or fail to comply with mandatory requirements. Non-conforming tenders may be rejected. Failure to submit required additional information post-tender or attend discussions may result in the tender not being further considered.
