The Australian Government Department of Home Affairs is seeking tenders for the establishment of a border protection technologies panel. Interested parties must submit their tenders electronically via Austender by 2:00 PM on Wednesday, June 25, 2025, Canberra time. Tender enquiries must be submitted by 2:00 PM on Wednesday, June 18, 2025, Canberra time. The tender includes a Statement of Requirement (Attachment A), Tender Response Form (Attachment B), Pricing Schedule (Attachment C), Tender Evaluation Process and Criteria (Attachment D), Draft Deed of Standing Offer (Attachment E), and Glossary (Attachment F). Tenders must be submitted in English and use Australian legal units of measurement. Tenders must include valid tax records for the tenderer and any subcontractors with estimated values over AUD 4 million. There is no site inspection. The rft is a covered procurement for the purposes of the cprs and gpjr act. The department does not intend to provide tenderers with additional materials, data or information other than that contained in this rft. The evaluation period is from July 2025 to August 2025. The intended outcome is one or more successful tenderers for the provision of the requirement under a panel arrangement. The proposed deed of standing offer term periods are up to five (5) years, with the option to extend for a further period or periods of up to five (5) years in total, in aggregate. The tender validity period is twelve (12) months after the closing time. An industry briefing is scheduled for Wednesday, April 30, 2025, at 11:00 AM Canberra time on Microsoft Teams. Attendance is not compulsory. Tenderers must provide the name of the tenderer, contact details, and the names and contact details of no more than three persons who will be attending the briefing. The department may vary, supplement or clarify this rft at any time by issuing addenda. The department may require clarification of information contained in a tender. Tenderers must comply with all applicable laws and policies, including the Criminal Code Act ****, Crimes Act ****, and others. The successful tenderer must comply with the Commonwealth Supplier Code of Conduct, shadow economy policy, environmentally sustainable procurement policy, indigenous procurement policy, and workplace gender equality procurement principles. The department is required to comply with the commonwealth purchasing policy to encourage SMEs. An SME is an Australian or New Zealand entity with fewer than 200 full-time equivalent employees. The department aims to source at least 20% of its purchases from SMEs. The department may require the successful tenderer to comply with one of the modern slavery model contract clauses available at resources. modernslaveryregister. gov. au depending on the department's risk assessment of modern slavery. The tenderer must comply with the requirements of the web content accessibility guidelines version 2. 1. The department may require the successful tenderer and its subcontractors to obtain and maintain an employment suitability clearance (ESC) and commonwealth security clearance (CSC). Additional requirements apply where the tenderer and/or its subcontractors are determined to be immigration and border protection workers in accordance with the Australian Border Force Act ****.

The tender briefing session is on Wednesday, 30 April 2025. The initial deed term is 5 years, with an option for the Department to extend it up to 5 additional years. Tenders must include a pricing schedule in the form of Attachment C, use English, and Australian legal units of measurement. The panel is anticipated to be established by December 2025.
