Selection will be based on value for money, capability, capacity, experience, resources, innovation, safety, sustainability, and social impact. Tenderers must be suitably qualified and experienced organisations. Crew must hold specific maritime qualifications and certifications. Coxswain or master in charge of the vessel: certificate of competency as master less than 24 metres near coastal or equivalent amsarecognised qualification, or higher.

A site inspection or tender briefing is not applicable.

Clarification requests relating to the RFT documents must be submitted no later than 5:00 PM on 23 July 2026.

The principal may disqualify any tenderer that it believes has breached a warranty or obligation, including those related to anticompetitive conduct or conflicts of interest. he principal may, in its sole and absolute discretion, immediately disqualify any tenderer that it believes has breached a warranty or obligation under this clause 0.

Tenders must be lodged by 2:00 PM AEST on Tuesday, 7 July 2026.

Invoices are to be submitted monthly and payment will be made within 30 days of satisfactory completion and receipt of a correctly rendered invoice.

The service provider warrants that all services and works undertaken are reasonably suitable for the purposes required by the council and that the council relies upon the skill and knowledge of the service provider.

Tenders will be evaluated based on weighted criteria including Price (50%), Experience and Capability (15%), Methodology and Delivery Plan (20%), and Social and Community (15%).

Tenderers must be suitably qualified and experienced service providers with demonstrated Work Health and Safety, Environmental Management, and Quality Management systems. Mandatory criteria include specific insurance types and amounts.

If performance against KPIs is inadequate, council may withhold payment until the issue is rectified or terminate the services agreement with three months' written notice.

Questions relating to the quotation are to be submitted via VendorPanel up to the close of business on 30 June 2026.

Tenderers may be disqualified for unauthorised communication, canvassing councillors or staff, collusive tendering, or failing to meet mandatory criteria.

The purpose of this invitation to submit a registration of interest (ROI) is to: (1) invite organisations (registrants) to register their interest in relation to the delivery of the GCLR - Gold Coast University Hospital to Biggera Waters (Harbour Town) (the Project); and (2) identify registrants with the requisite experience and capability which Goldlinq may invite to proceed to the Expression of Interest (EOI) phase for the Project.

Registrants are prohibited from directly contacting any other officer or representative of Goldlinq or the State to discuss any aspect of the Project or this ROI, unless approved in writing by Goldlinq.

Mandatory criteria include public liability insurance, NSW workers compensation insurance, comprehensive motor vehicle and plant insurance, a demonstrated WHS management system, a demonstrated environmental management system, and a demonstrated quality management system.

If the service provider's performance against KPIs is inadequate, council may terminate the agreement or withhold payment until the performance issue is rectified.

Tenderers are expected to have visited the area before submitting a tender and familiarised themselves with the conditions, location of works, amenities, and working areas.

Questions will be received up to the close of business on 30 June 2026.
