Landscape Paving Tenders

Tenders must be lodged by 4 August 2026, 02:00 PM.

The contract price is a lump sum. Prepayment of 10% of the phase 1 contract price is available. Payment claims are to be submitted monthly.

Warranty periods vary by building element, with electrical fixtures having a 10-year warranty and electrical switchboards 15 years.

The award criteria include technical and price aspects, with a focus on achieving greater value for money.

Tenderers must maintain prequalification to the required level (CL or CLrestricted or R2F5 or equivalent) throughout the project.

Liquidated damages apply for delays to milestones, with specific rates for milestone 2 under phase 2 and for the whole of the works.

An industry briefing, which serves as a site visit, is scheduled for Tuesday, 14 July 2026, at 11 am. Tenderers are requested to meet near Capital Pathology Civic Garema Place Canberra ACT ****.

Samples required for approval are listed in the design documentation technical specification. The contractor must match approved samples and keep them in good condition on site.

Failure to submit the completed tenderer declaration or supply required information may render a tender nonconforming. Late tenders will not be considered unless due to an action or omission by the Territory.

Tenders will be accepted until 12 noon on 26 May 2026.

Tenders will be evaluated against capability and experience (20%), methodology (25%), social and economic factors (20%), and price (35%).

Contractors are required to hold a minimum TMR prequalification of R2 B1 F5.

A site information session will not be held for this tender. Respondents are to carry out their own due diligence in relation to familiarising with the site.

Clarifications cutoff for requests for clarification or further information will not be accepted on or after the date that is 3 business days prior to the closing date.

Direct contact with any elected member of council or local government employee regarding any part of this tender, other than those listed in schedule 1 item 5, is prohibited. Any prohibited contact may result in disqualification.

Tenders must be lodged by the closing time of 2:00 PM on 25 June 2026.

Conforming tenders will be assessed against methodology, staging, prioritization, risk, relevant experience, capability, cost proposal, program, deliverability, First Nations engagement, and buy local initiatives.

Tenderers must be suitably qualified and experienced, hold relevant insurance, and provide sufficient WHS information.

The RFT documents do not specify a mandatory site visit. Tenderers may contact the Council Representative to request access if not publicly accessible.

The last day for clarification requests is 24 June 2026.

Tenders may be rejected if not lodged by the closing time, do not comply with RFT documents, regulatory requirements, or if the tenderer engages in collusion.

The closing time for tenders is 2:00 PM on 25 June 2026.

Conforming tenders will be assessed against methodology, staging, prioritization, risk, relevant experience, capability, cost proposal, program, deliverability, First Nations, and Buy Local initiatives, using a scoring methodology rating 1-10, multiplied by weighting.

Tenderers must be suitably qualified and experienced principal contractors. They must also hold relevant insurance and provide sufficient information for WHS review.

A briefing meeting is not applicable. A visit to the council site is not applicable. Council visit to tenderer site is not applicable.

Tenders may be rejected if not lodged by the closing time, do not comply with RFT documents, regulatory requirements, or seek to include the tenderer's own conditions of offer.
