The deadline for submission of responses is 3:00 PM AEST on Tuesday, 9 June 2026. The closing time for the EOI is 3:00 PM AEST on Monday, 15 June 2026.

The evaluation criteria for this EOI process are: Capability and capacity to deliver the services (40%), Relevant experience and performance (30%), and Value proposition and approach (30%).

Respondents are required to have a physical presence and capability in either Sydney or Canberra. Specific personnel must have the ability to hold and maintain an Australian Government Security Clearance (AGSVA Baseline Clearance as a minimum).

Respondents may submit queries in writing via email to the contact officer any time up to six calendar days before the closing time.

Responses may be deemed non-compliant if minimum content and format requirements are not met. Failure to comply with electronic lodgement requirements may result in the response not being received successfully. Responses found to contain viruses may be excluded.

The time and date by which tenders must be lodged are: 2pm AEDT, 04 June 2026.

The tender evaluation criteria are: mandatory WHS demonstration of effective and routine application of WHS, environmental and risk management systems. Insurance requirements as per the contract. Workers compensation insurance. Financial benefit 50 price. Resources and relevant experience 20 required skilled and experienced resources to complete this project. Tenderers experience in delivering similar projects. Project methodology 20 demonstration of methodology to efficiently and effectively utilise the resources to deliver the project working to the nominated timeframes. Local content 10 current and potential economic contribution to the local economy, noted as being within the boundaries of the Murray River Council and immediate cross border townships.

The principal is seeking tenders from suitably qualified and experienced consultants to deliver consultancy services Moama WWTP irrigation stage 1a detailed design.

If a tenderer finds any discrepancy, error or omission in the tender documents, considers that any work necessary for the completion of the contract has not been adequately described or included in the tender documents or has any doubt as to the meaning or completeness of any portion of the tender documents it must notify the contact person in writing and seek clarification as soon as possible and in no case less than five 5 business days before the closing time for tenders.

The tender of any tenderer which engages in conduct prohibited under clause 7. 2 may not be considered by the principal.

The project completion is expected in June 2028, following a construction period from April 2027 to February 2028.

Respondents must meet the following mandatory criteria: be a registered Australian company, have prior experience in similar work, and have the technical and financial capacity to undertake the project. Submission of all EOI schedules is also required.

Selected tenderers will be expected to participate in an early tenderers involvement (ETI) period, during which tenderers are to attend a site inspection and workshop to discuss scope, risks, options and other potential issues.

The time to complete the services is specified in item 7 of the agreement information, which is stated as 'weeks from date of letter of award'.

The bid notice states that the principal will pay the consultant the value of the fee as determined by the principal, subject to the conditions of the agreement. Payment claims are lodged at specified times, and the principal will provide a payment schedule within 10 business days, with payment due within 15 business days after the consultant's payment claim is served. The consultant warrants that it has no conflict of interest at the date of this agreement.

The consultant must perform the services to that standard of care and skill to be expected of a consultant who regularly acts in the capacity in which the consultant is engaged and who possesses the knowledge, skill and experience of a consultant qualified to act in that capacity.
