Ambulance Victoria (AV) is seeking tenders for health management services. The contract will have an initial term of three years with options for extension up to two additional one-year terms. The service commencement date is 1 February 2027. Tenders must be submitted electronically by 2:00 PM EST on Monday, 24 August 2026. The evaluation criteria include professional and technical competence, local jobs first policy, social procurement, and financial aspects. Tenderers must comply with the Fair Jobs Code and submit a pre-assessment certificate if applicable. Local industry development plans (LIDPs) are required, with a focus on high local content (97% or above). Social procurement commitments are also a key selection criterion.

Each tender will be lodged on the basis that the tenderer acknowledges, and warrants for the benefit of AV, that the information provided in its tender is accurate and that it has the necessary skill, experience, and resources to perform its obligations.
The evaluation criteria include professional and technical competence (30%), capacity and capability (15%), relevant experience and past performance (15%), quality management system (5%), customer service strategy (10%), local jobs first Victorian industry participation policy (20%), and social procurement and environmental management (5%).
Tenderers must be suitably qualified and experienced. They must also comply with the Fair Jobs Code and hold a valid pre-assessment certificate if applicable for threshold procurement contracts.
AV may request some or all tenderers to conduct a site visit as part of the discussion with tenderers process.

Unauthorized communication with AV staff, attempts to exert influence on the evaluation process, engaging in anti-competitive conduct, or failing to supply clarification to AV's satisfaction may lead to disqualification.
