This Request for Quote (RFQ) seeks proposals for the investigation into the feasibility of accessing residential building certification and/or plumbing compliance documentation to create a residential building completions database for Queensland. The department aims to address the state's housing supply shortfall by improving the accuracy and timeliness of dwelling completions data, which is currently limited by ABS data and siloed local government information. The project requires knowledge transfer from the supplier to the department's nominated representatives. Key evaluation criteria include purposeful public procurement, capability and experience, ability to meet timeframes, methodology, and price. Suppliers must comply with mandatory insurance requirements and contract conditions. The response validity period is 30 business days.
The closing date for offers is 09 June 2026 at 13:00 hrs. The intended contract start date is as per the acceptance letter, and the intended contract end date is 12 months after commencement, with a potential 6-month extension option.
The customer's standard payment terms are 30 days, unless the supplier is a small business registered with the on-time payment small business register, in which case payment terms are 20 days.
Suppliers are requested to provide details of any applicable warranty, support, maintenance, or servicing included in their pricing.
The evaluation criteria include compliance with requirements, ability to meet timeframes, cost and value for money, purposeful public procurement, capability and experience, ability to meet timeframes, methodology, and price.
Suppliers must demonstrate relevant domain knowledge and experience in building and/or plumbing certification processes. They must also confirm compliance with mandatory insurance requirements and contract conditions.
If a supplier considers they have been unreasonably or unfairly treated and cannot resolve the issue with the customer contact officer, they may request the issue be dealt with in accordance with the customer's complaint management process.
Where a supplier does not sufficiently demonstrate relevant capability and experience, the department may, at its discretion, choose not to consider the supplier for further evaluation.
