Financial Freedom Tenders

The tender is for contractors activities and works on the terms of the tender documents. All questions related to the tender documents or process must be directed to the tender administrator. The tender must be lodged electronically via Austender before the specified date and time. The tender must satisfy minimum form and content requirements, remain valid for 90 days, and satisfy participation criteria. Alternative proposals are possible, but a conforming tender must be lodged first. The tenderer is responsible for lodging the tender in accordance with the rules and managing all surrounding risks. The tenderer must provide details in the tender form and execute it with proper authority. The tender form and schedules must be lodged in separate files, meeting specified format and size requirements. Tenders will be evaluated based on criteria including project understanding, workload, previous performance, program, indigenous procurement policy, commonwealth procurement rules compliance, financial aspects, alternative proposals, security, insurance, and environmental sustainability. Additional evaluation criteria may be specified in the tender particulars. The tenderer must do due diligence in assessing risks and ensuring the tendered price accounts for them. Information documents are for information only and do not form part of the tender documents. The Commonwealth may meet separately with tenderers to obtain information and clarify aspects of the tender. After the closing date, the Commonwealth may obtain further information, conduct interviews, and set aside tenders. The Commonwealth is not bound to accept the lowest or any tender. A debrief may be requested within 14 days of the tender being accepted or a notice from the Commonwealth. No payment will be made for costs incurred in preparing a tender or during the tender process. Joint bids are possible, with requirements for joint and several liability. Restrictions apply on the use of personnel in tender preparation. Conflicts of interest must be disclosed. The Commonwealth may use the tender and related documents for various purposes. Commonwealth policies and requirements, including indigenous procurement policy, WHS accreditation scheme, and financial viability, apply. Complaints may be submitted in writing to the email address in the tender particulars. The Freedom of Information Act applies. The tenderer must comply with Australian privacy principles. Workplace gender equality procurement principles apply. Employee entitlements and financial viability requirements are outlined. The tenderer warrants that no strategic notice event is known at the time of lodging the tender. Local industry capability is expected, with requirements for a local industry capability plan for projects of a certain value. The tenderer must complete and lodge specific schedules (e. g. , indigenous procurement policy, WHS accreditation scheme, financial, etc. ) as required.
