Submissions will be assessed and scored against criteria including demonstrated understanding of project requirements, approach and methodology, qualifications, skills and local content, timelines, relevant prior experience, and value for money.

The contractor consortium requires core team skills in skilled project management, exceptional occupational health and safety expertise, environmental management pertaining to construction in waterways and wetlands, surveying and monitoring of works, civil and construction engineering, operation of heavy plant and equipment in remote and challenging conditions, low impact construction techniques, and water control structure design, fabrication, and installation.

A compulsory onsite briefing will be held on Tuesday 12th May 2026, and attendance is a prerequisite to submission and consideration of a bid. A site visit is also a prerequisite to submission and consideration of a bid.

The authority will accept questions or requests for further information or clarification until 22nd May 2026.

Questions or requests for further information or clarification must be submitted via the Vic Tender website by 22nd May 2026.

The closing time for tender submissions is 2:00 PM on 28 April 2026.

Each tenderer warrants to the council that its tender is submitted on the basis that it has fully informed and satisfied itself of all conditions and facts relevant to its tender, has independently satisfied itself with regard to all relevant information provided by the council, accepts full responsibility for its interpretations, deductions and conclusions arising from information it obtains from the council, and is aware of part V of the competition and consumer act **** cth in relation to the giving of false and misleading information.

In evaluating tenders, the council may consider factors including, but not limited to: compliance with this RFT including the contract, tendered pricing, schedule of rates, tenderer assumptions and qualifications, delivery capability, previous performance, experience and capability, performance methodology, and innovation.

Tenderers must demonstrate their capacity to manage work health and safety, environmental matters, and financial standing. Quality management system certification to AS/NZS ISO 9001:2016 may be considered. Financial assessment criteria include net tangible assets, current ratio, and working capital.

A pre-tender meeting and site inspection is mandatory and will be held on 8 April 2026 at 2:00 PM.

The supplier query cutoff date is Tuesday 21 April 2026 at 01:00 AM.

The bid closes on Thursday, 30 April 2026, 01:00 AM E. South America Standard Time.

Payments will be made at the completion of the below milestones: mobilization 20%, upon mobilization to site, inspections 30%, upon completion of inspections, draft data 25%, upon supply of draft data, draft report 15%, upon supply of draft report, final data and report 10%, supply of final data and report.

The inspection staff must have demonstrated track record and at least 5 years experience in bridge condition assessment of concrete, steel and timber bridges. Inspectors must have sufficient experience in detecting deterioration patterns and reporting. Inspectors holding industry acknowledged training would be an added advantage. Previous experience in RMS bridge inspection would be desirable.
