Asset Valuation Tenders

Quotations must be received by council no later than 2:00 PM, Friday 26 June 2026. Late, faxed or email quotations will not be considered.

The council will make payments to the consultant within thirty (30) days of receipt of a valid tax invoice from the consultant for the amount owing.

Quotations will be evaluated on a combination of qualitative assessment (risk management, response to specification, experience, qualifications, business financial capacity, sustainability) and quantitative assessment (cost to council), aiming for the lowest result for best value for money.

Consultants must provide details of their relevant experience, qualifications, training, registrations, and trade associations. They must also demonstrate business and financial capacity, including access to resources and labour, and evidence of a quality management system.

Submittingters engaging in collusion, anticompetitive conduct, or soliciting information outside the scope of the contract or advantage in the quotation process from council officers or councillors may have their quote withdrawn or be disqualified.

All water and wastewater asset condition inspections, assessments, and reporting must be completed by September 2026.

Tenders will be assessed using a weighted scoring process based on information provided with the tender. The ratio of price to non-price criteria will be 35:65.

Tenderers must demonstrate their capacity to manage work health and safety, environmental matters, and financial standing. Quality management system certification to AS/NZS ISO 9001:2016 may be considered.

A pre-tender meeting site inspection is mandatory, scheduled for 9:00 AM on May 14th and contingency May 15th, 2026. RSVP is required by May 12th, 2026.

Supplier query cutoff is Friday 29 May 2026 01:00 am.

Tenders that do not comply in full with the RFT may be classified as non-conforming and excluded. Engaging in collusive or anti-competitive practices will lead to disqualification.

Each tenderer warrants to the council that its tender is submitted on the basis that it has fully informed and satisfied itself of all conditions and facts relevant to its tender, has independently satisfied itself with regard to all relevant information provided by the council, accepts full responsibility for its interpretations, deductions and conclusions, and is aware of part v of the competition and consumer act **** cth in relation to the giving of false and misleading information.

Non-price criteria include experience and capability, performance/design methodology, timeframe for completion, modern slavery mitigation maturity, proposed personnel, management of proposed subcontractors and consultants, local content, and proposed value engineering options.

A pre-tender meeting site inspection is mandatory. It will be held on May 14th and 15th, 2026, starting at 9:00 AM. Tenderers must RSVP by May 12th, 2026, to procurement@muswellbrook. nsw. gov. au.

Tenders may be disqualified if they engage in collusion or anti-competitive practices, submit false or misleading information, or fail to comply with mandatory requirements such as the pre-tender meeting attendance.
