Tenders will be evaluated based on technical and commercial criteria, aiming for overall value for money. Technical and commercial evaluation criteria will be taken into account by the tender evaluation committee when conducting an overall value for money assessment of the tender.

Tenders may be rejected if not submitted before the closing time, are substantially incomplete, or not submitted in the specified manner. Soliciting support or influencing the process may lead to disqualification. a tender may be rejected without consideration of its merits if: a it is not submitted before the closing time b it is substantially incomplete or c it is not submitted in the manner specified in the rft.

Tenders must be lodged electronically through vendorpanel by 5:00pm on Friday 26 June 2026.

The principal must pay the supplier the price for services provided in accordance with the contract. Subject to the contract, the principal shall pay the amount due to the supplier if any including any applicable gst before the end of the payment period. If an amount is due from the supplier to the principal, the supplier must pay that amount including any applicable gst within 25 business days of receiving written notification to this effect from the principal.

The supplier must ensure that all goods used or supplied in the performance of the services are free from defects and of merchantable quality, comply in all respects with the contract, conform to any sample goods approved by the principal, and are suitable and adequate for the purpose for which they are used or supplied.

Tenderers must be suitably qualified.

A mandatory tender briefing and site inspection will be held Wednesday 10 June 2026.

The closing date and time for response lodgement is Monday, 6 July at 10 am.

In evaluating responses, the principal may take into consideration the following evaluation criteria: the respondents compliance with the minimum requirements outlined at clause 3. 2, the level of conformance of the respondents submission, total cost of the works, and non-price evaluation criteria, including the respondents demonstrated experience and capability.

Respondents must hold the appropriate licences and insurances, and demonstrate experience providing similar services to at least one client with a portfolio of properties of similar scale and/or contract value.

Respondents assessed as not meeting the eligibility requirements may be set aside from further consideration. A response that cannot be evaluated because it is incomplete or electronically corrupted may be passed over.

Quotations must be received by council no later than 2:00 PM, Friday 26 June 2026. Late, faxed or email quotations will not be considered.

The council will make payments to the consultant within thirty (30) days of receipt of a valid tax invoice from the consultant for the amount owing.

Quotations will be evaluated on a combination of qualitative and quantitative assessments, aiming for the lowest result (best value for money) by balancing tendered price against the Stage One score.

The consultant must provide details of relevant qualifications, training, registrations, and trade associations of the lead consultant and any proposed personnel.

Submittingters engaging in collusion, anticompetitive conduct, or soliciting information outside the scope of the contract or advantage from council officers or councillors may have their quote withdrawn.
