Work Item Tenders

The closing time for tender submissions is 2:00 PM on 28 April 2026.

Each tenderer warrants to the council that its tender is submitted on the basis that it has fully informed and satisfied itself of all conditions and facts relevant to its tender, has independently satisfied itself with regard to all relevant information provided by the council, accepts full responsibility for its interpretations, deductions and conclusions arising from information it obtains from the council, and is aware of part V of the competition and consumer act **** cth in relation to the giving of false and misleading information.

In evaluating tenders, the council may consider factors including, but not limited to: compliance with this RFT including the contract, tendered pricing, schedule of rates, tenderer assumptions and qualifications, delivery capability, previous performance, experience and capability, performance methodology, and innovation.

Tenderers must demonstrate their capacity to manage work health and safety, environmental matters, and financial standing. Quality management system certification to AS/NZS ISO 9001:2016 may be considered. Financial assessment criteria include net tangible assets, current ratio, and working capital.

A pre-tender meeting and site inspection is mandatory and will be held on 8 April 2026 at 2:00 PM.

The supplier query cutoff date is Tuesday 21 April 2026 at 01:00 AM.

The tender closes at 2:00 PM on Tuesday, 5 May 2026.

The tenderer warrants that all information provided is true and accurate, and that they have the necessary skill, qualification, and experience to undertake the works.

Evaluation of tenders will be carried out based on tendered sum, relevant experience and supporting evidence, capacity, works methodology, construction program, local industry schedule, social procurement schedule, environmental schedule, and extent of conformance with requirements. The highest rated tenders will then be assessed against additional pass/fail criteria: occupational health and safety management system and environmental management system.

Tenderers are required to be registered and have uploaded required documentation relevant to the nominated risk level within Rapid Global Amalgamated Councils of Victoria prior to submitting their tender. This includes occupational health and safety management systems, record of current licenses, training certificates, insurances, company structure details, quality management systems, environmental management systems, and management systems certificates if applicable.

Tenderers are advised that the principal will not process any requests for tender clarification that are received within four working days prior to the closing time and date for lodgement of tenders.
