The Central Highlands Regional Council is seeking contractors to provide mattress processing or shredding services at their waste management facilities. Services may include mechanical separation of mattress components for resource recovery or shredding to reduce volume for landfill. The contractor will be responsible for providing all necessary equipment, labour, and operational capability. The primary service location is Lochlees Landfill in Emerald, Queensland, with potential works at Blackwater and Tieri Landfills. The proposed contract term is two years with a possible twelve-month extension, anticipated to commence on June 1, 2026. Tenders will be evaluated by reference to the sound contracting principles in section 106 of the local government act ****, namely: value for money, open and effective competition, the development of competitive local business and industry, environmental protection, and ethical behaviour and fair dealing.
The principal may require presentations from tenderers, conduct interviews with tenderers' staff and subcontractors, contact tenderers' referees, investigate a tenderer's structure and management, make its own assessment of the tenderer's ability to comply with the terms and conditions of the contract at the tendered price, and verify that the tenderer holds all necessary permits, licences, approvals and certifications necessary to enable it lawfully to comply with the terms and conditions of the contract.
If a tender response is not fully completed or does not include all supporting documents and materials required by the conditions of tender or the tender response, the tender may be rejected. If a tenderer fails to address any of the qualitative criteria in item 3. 2 of the tender response, its tender may be rejected.
