Expression of Interest (EOI) for the design and construction of the Bowen Marine Infrastructure Replacement Project. The project involves replacing the existing Bowen Wharf with a recreational jetty and a commercial wharf. The EOI is the first stage of a two-stage procurement process. Submissions are due by 14:00 AEST on July 1, 2026, via the VendorPanel portal. Key requirements include demonstrating financial standing of $100M annual turnover and $15M positive cashflow, relevant project experience in major marine or coastal infrastructure, design capability, and certified quality, safety, and environmental management systems. The evaluation will focus on delivery capacity, scope appreciation, methodology, track record, and public procurement outcomes. The target completion for the recreational jetty is Q3 2028, and for the commercial wharf, within six months thereafter.
Target practical completion of the recreational jetty is by the end of Q3 2028. Target completion of the commercial wharf is no later than six months following completion of the recreational jetty.
The successful contractor will be required to provide warranties and defects liability management.
The EOI stage will assess capability and suitability for shortlisting. The RFT stage will evaluate detailed qualitative and price submissions to select the preferred contractor.
Mandatory eligibility criteria include financial standing ($100M annual turnover, $15M positive cashflow), relevant project experience (three completed marine construction projects in the last 6 years), design capability, legal eligibility, and certified quality, safety, and environmental management systems (ISO ****, ISO 45001/ASNZS ****, ISO ****).

An invitee may be excluded if they have not provided requested information, breached EOI documents, made a material error, are insolvent, made a false declaration, have a conviction for a serious crime, failed to pay taxes, or represent a threat to confidentiality. Serious performance issues in previous contracts or doubt about the invitee's integrity can also lead to exclusion.
