Submissions must be lodged by the deadline, which is 4:00 PM WAST on July 17, 2026. he deadline for this request is nominated on the front cover of this document.

The contract may be awarded to a single tenderer who best demonstrates the ability to provide quality products and or services at a competitive price. The principal has adopted the best value for money approach to this request.

Tenderers must be qualified and experienced contractors. he services of a qualified and experienced contractor for the routine inspection and servicing of five (5) commercial lifts

Responses may be rejected if submitted after the deadline, not submitted at the specified place, or if the tenderer does not submit a completed and signed offer form with all required attachments. a response will be rejected without consideration of its merits in the event that: it is submitted after the deadline

Services are expected to commence from July 2026, with delivery required on an ongoing, as-needed basis for the duration of the contract.

The supplier will manage payment to the AFCs and invoice DFAT periodically as agreed.

Tenders will be assessed against criteria including demonstrated understanding of services, risk management, capability and capacity, adherence to legislation, and pricing. The department will determine best value for money.

Tenderers must demonstrate legal capacity, appropriate insurances (workers compensation and public liability), compliance with WHS obligations, and the capacity to provide personnel meeting DFAT security and operational requirements. They must not be subject to exclusion criteria under the Commonwealth Procurement Rules.

Presentations and/or site visits may be requested if required during the evaluation process.

Tenders may be excluded if they fail to meet mandatory conditions for participation, minimum content and format requirements, or if the tenderer has made false or misleading claims, engaged in collusive tendering, or has been convicted of a criminal offence.

The works must be completed within four weeks of being scheduled by the council and within the contract term.

Payment terms are within 30 days of the last day of the month in which the invoice is received.

Parts supplied must have a 12-month warranty.

If no other evaluation criteria are provided here, all quotes will be evaluated to standard evaluation criteria consisting of compliance with requirements, ability to meet timeframes, and cost and value for money.

The contractor must be an accredited and competent contractor to perform the annual compliance inspections for safety showers and eye wash stations.

Liquidated damages do not apply, but the council's right to claim general law damages is preserved.

The closing date for the quotation is March 6, 2026.

The bid notice states friday, 20 march 2026: contractor must provide a roller, grader, and water truck, with qualified operators, to complete full surface preparation including grading, compaction, moisture conditioning, and any final shaping required to meet race day standards.
