Central Coast Council is seeking Expressions of Interest (EOI) for the development and delivery of a new Food Organics Garden Organics (FOGO) processing facility. The project aims to process council's FOGO material and potentially third-party organic material, diverting it from landfill and reducing greenhouse gas emissions. The facility will be sized to accommodate projected council FOGO material through to 2047. The procurement approach is multiphase, starting with this EOI to gather market feedback and identify potential respondents for a subsequent Request for Proposal (RFP) phase. The EOI closes on July 7, 2026. Respondents are encouraged to propose solutions that demonstrate whole-of-life cost efficiencies and value for money. The proposed site is located at the Buttonderry Waste Management Facility. The contract is expected to be a Build Own Operate Transfer (BOOT) model.
The closing date and time for the Expression of Interest is 7 July 2026 at 2:00 PM.
Council expects to pay a monthly payment to the contractor during the operating term, which will enable the contractor to recover capital, operating, and financing costs. Performance incentives and adjustment parameters will be incorporated.
The EOI evaluation will be based on weighted criteria including understanding of project objectives, respondent capability and experience, and commercial solution optimizing value for money.
Respondents must demonstrate compliance with Work Health and Safety (WHS), Quality Management, and Environmental Management systems, including ISO accreditations.
The commercial framework will include a performance framework designed to ensure the contractor's ongoing commitment, with performance abatements to the monthly payment for failure to achieve KPIs.
