Pipe Excavation Tenders

Construction works must commence within 4 weeks of the letter of award unless an alternative date is agreed to by council in writing, subject to council approval of start up documentation. The contractor must adhere to the approved program, including all milestones, shutdowns, and sequencing.

Quotations will be assessed based on total price, comparison with benchmarks or budget, value for money, whole of life cost, capability and experience, technical skills and ability, appropriate resources, and delivery timeline.

Tenderers must demonstrate they possess the personnel, equipment, qualifications, and accreditations necessary to safely and competently deliver the project. This includes a Project Manager with HDD experience, Site Supervisor/Foreman, HDD operator and crew, excavator operator, licensed plumber, and pipe layer. Organizational certifications like ISO ****, ISO ****, and ISO **** are highly regarded.

A compulsory site meeting is scheduled for Thursday, June 3rd at 2:00 PM at the corner of Invercauld Road & Cynthia Wilson Drive, Goonellabah NSW **** you are unable to attend, please contact the authorised person to arrange an alternate site visit.

The tender submission deadline is 2 pm on Monday, June 15th, 2026.

Council will make payment 30 days from the date of the invoice. Invoices should be forwarded to accounts. payable@wagga. nsw. gov. au.

This contract will be awarded to the organisation whose tender is assessed as offering the best value. Tenders will be evaluated on price, capability methodology, relevant experience past performance, and regional preference.

The contractor must ensure compliance with all federal and state legislation and regulations relating to work health and safety, have all necessary certifications and licenses for tasks to be performed, and produce its own safety management plan.

If the contractor fails to rectify any breach of health and safety for which the work has been suspended, or if the contractor's performance has involved recurring breaches of health and safety, the principal may terminate the work forthwith.

A pre-tender briefing will be held on Tuesday, June 2nd at 10 am. Meeting point is Wagga Wagga City Council meeting room, 243 Baylis Street, Wagga Wagga. While this briefing is not compulsory, consultants are encouraged to attend.

Supplier query cutoff is Friday, June 26th, 2026, 01:00 am.

If a respondent canvasses any of the principal's employees or councillors with a view to influencing the acceptance of any respondent, the principal may omit the submission from consideration.

The works are to be completed within 8 weeks.

Payment will be on a lump sum basis.

A defects liability period of 52 weeks applies.

Quotations will be shortlisted based on completeness of response, local content, past performance, acceptable level of risk, and price. The assessment criteria weightings are: Price (15%), Past Performance (20%), Local Content (30%), Timeliness (20%), Capacity (15%).

Industry accreditation is required. Plumbing work must be carried out by a licensed plumber under the NT Building Act **** or NT Plumbers and Drainers Licensing Act ****.

A site inspection is scheduled for Wednesday, 17 June 2026 at 10:00 am at RDH, intersection of Hippocrates Rd and Nightingale Rd, Tiwi NT **** is mandatory and registration is required.

Late quotations may not be accepted.
