This Request for Proposal (RFP) seeks qualified suppliers to submit proposals for a Gated Parking Proof of Concept (POC) at public transport park and ride sites. The objective is to evaluate technical solutions and costs for deploying a gated parking system that allows free parking for users who have recently tapped a valid Go Card or credit card on a public transport trip. The solution should be infrastructure-light, scalable, and provide value for money. The Department of Transport and Main Roads (TMR) will not own any hardware or enter long-term commitments. The POC is expected to run for 12 weeks, with a focus on lessons learned and a recommendations report. Key success criteria include hardware functionality, system integration, user verification accuracy, transaction processing, latency, data sync reliability, system uptime, security, error logging, and scalability assessment. The proposal should include conceptual descriptions of validation elements like number plate recognition, credit card identifier, Go Card identifier, and public transport travel validation. Responses must be submitted electronically by the closing date of 5 May 2026. The contract will be based on the QITC General Contract Conditions.
The RFP closing date is Tuesday, 05 May 2026, at 01:00 AM E. South America Standard Time. The POC solution should be running for 12 weeks.
Offers will be evaluated against four criteria: Supplier Capability (understanding of business problem, key resources, capability), Technical Feasibility (solution design, data capture, data protection, solution accuracy, support and system calibration, meeting success criteria), Deployment Capability (deployment planning and timing, close out and make good, deployment experience), and Price/Value for Money.
Suppliers must be suitably qualified and demonstrate capability in developing and delivering solutions to similar business problems. They must also comply with the Queensland Government Supplier Code of Conduct and have a zero-tolerance to domestic and family violence.
The customer may request suppliers to conduct site visits as part of the invitation process.
