Lighting Engineering Tenders

Practical completion is to be achieved before Friday 30th April 2027. The contract shall be completed at the end of the defects liability period twelve months from award of practical completion.

Prices tendered are to be on a schedule of rate/lump sum basis. All prices are to be fixed for the term of the contract. Tendered prices must include GST and all applicable levies, duties, taxes, and charges.

Contractors shall state in their quotation the period of warranty and guarantee conditions that apply against defects for the goods offered, together with any aftersales services provided.

The principal has adopted a best value for money approach to this request. This means that, although price is considered, the offer containing the lowest price will not necessarily be accepted.

Offers are assessed against the responses to the selection criteria and shall be scored in accordance with the table. Failure to provide the specified information may result in elimination from the tender evaluation process or a low score.

There is a tender site inspection. Attendance at this meeting is mandatory. Tenderers are requested to attend a site inspection on Friday, 23 October 2026 at 9:00am AWST at the corner of Lockyer Avenue and Young Street intersection.

The cut off for queries is **** AWST on Thursday 5 November 2026 in order give all tenderers sufficient time to address additional information.

Failure to attend a briefing/site inspection will render the tenderer ineligible to tender. Offers that do not contain all information requested as per selection criteria will be excluded from evaluation.

The evaluation uses a weighted scoring process with a ratio of price to non-price criteria of 50:50, as stated: the ratio of price to nonprice criteria will be: 50 : 50.

Tenderers must demonstrate capacity in quality, WHS, and environmental management. A tender will not be accepted without a corporate WHS management system acceptable to the principal, as stated: a tender will not be accepted from a tenderer that does not have a corporate whs management system acceptable to the principal.

Late tenders will not be accepted unless caused by the principal, as stated: a late tender will not be accepted, unless: the principals action or omission caused the lateness.

Council has identified a preferred completion date of early April 2027, coinciding with the end of daylight saving, to accommodate the operational requirements of the West Broken Hill Football Club for the 2027 football season. Tenderers are requested to consider opportunities to expedite project delivery to achieve this timeframe.

The principal shall make a payment within thirty days from the end of the month in which the claim is received, but if the principal requests access to information required to substantiate the claim, the time for payment shall be extended by the number of days elapsing between the date of the principals request and the date access to the information if granted.

Subject to the principals right to decline to accept any of the tenders, the principal will accept the tender which, having regard to all the circumstances, appears to be the most advantageous.

Tenderers will be required to demonstrate in their tender that they have the necessary resources, skills, experience, financial capacity, insurances, licences and accreditations etc, to fulfil the tender requirements.

Attendance at this meeting is not mandatory. Tenderers are requested to attend a tender briefing site inspection on Tuesday, 10 November 2026 at 1pm. The location of the meeting is Bill Renfrew Sportsground, **** Wills Street, Broken Hill NSW ****.

Canvassing of Councillors and Council staff other than the Principals nominated Contact Officer at any stage up to and including the acceptance of tenders may automatically disqualify the tenderer.
