Cairns and Hinterland Hospital and Health Service (CHHHS) is seeking Expressions of Interest (EOI) for a smart intravenous IV pump system under a consumables-linked commercial model. This model aims for nil capital expenditure, with equipment costs amortised through consumables pricing. The scope includes volumetric and syringe smart IV infusion pumps, associated hardware, drug libraries, consumables (administration sets), software, connectivity, cybersecurity updates, maintenance, servicing, training, and lifecycle management. The proposed procurement aligns with Queensland Health's digital health and patient safety strategies and must comply with Queensland procurement policy, financial accountability frameworks, human rights act, and ICT security standards. Key outcomes include no upfront capital expenditure, suppliers assuming lifecycle obligations, and transparent pricing. The system must integrate with existing Queensland Health digital ecosystems, including IEMR, and support closed-loop medication management. All products must comply with TGA approval and relevant Australian standards.
The EOI release date is 02 April 2026, with market engagement and evaluation in May 2026. The anticipated procurement progression (negotiation or Invitation to Offer) will follow the EOI outcomes, and implementation commencement is subject to procurement outcome and approvals.
The proposed model is a consumables-linked arrangement where equipment costs are amortised over the contract term, and there is no upfront capital expenditure incurred by CHHHS.
This EOI will assist CHHHS in determining a fit-for-purpose, compliant, and financially sustainable procurement methodology that ensures clinical safety, interoperability, and long-term value for money.
