This is an invitation to supply for consultancy services to conduct an initial needs and options assessment for the Swan Hill Integrated GovHub. The project aims to investigate the feasibility of consolidating government and community services into a single facility. Key components include internal needs assessment, external collaboration identification, location analysis, business case development, cost assessment, market scanning, commercial viability exploration, project phasing, funding options, and a promotion advocacy program. Offers are to be submitted electronically by 4:00 PM on 30 April 2026. Mandatory insurance requirements include public liability of AUD 20 million and professional indemnity of AUD 5 million.

Council will pay invoices within 30 days of receipt or 30 days after completion of the service, whichever is later, provided the invoice is valid and authorized.
The contractor warrants that materials, documents, and processes produced do not breach third-party intellectual property rights, and any defects within 12 months of service completion will be rectified at the contractor's cost.
Offers will be evaluated based on price (30%), experience and capability (20%), methodology (20%), capacity (20%), social economic benefit (5%), and environmental benefit (5%).
Suppliers must meet mandatory compliance criteria, including minimum insurance requirements: public liability insurance with a minimum cover of AUD 20 million and professional indemnity insurance with a minimum cover of AUD 5 million per claim.
Liquidated damages may apply if services are not provided by the end date of the contract, at the amount specified in the schedule.
