Central Highlands Regional Council is seeking competent suppliers for the resheeting of Minerva, Birtley, and Wurba Roads. The scope of work includes degrassing, scarifying, gravel resheeting (6m width, 150mm depth), importing and transporting gravel from Mt Spencer Pit, reinstatement to the correct profile, and compaction. The works are to be completed by June 15, 2026. Suppliers must provide all necessary materials, plant, equipment, and personnel. Key requirements include traffic management, accommodation and travel costs to be included in rates, and adherence to Department of Transport and Main Roads specifications. The evaluation criteria prioritize price (****), relevant experience (15%), and development of competitive local business (10%). Submissions must include completed response schedules.
The works are to be completed by 15 June 2026.
Payment terms are within 30 days of the last day of the month in which the invoice is received, with an invoice date being the 25th day of each month or the first business day thereafter, subject to claim preconditions.
The contractor warrants that any goods supplied will be new, of merchantable quality, free from defects, and comply with the National Construction Code performance requirements.
Submissions shall be evaluated based on price (minimum ****), relevant experience (15%), development of competitive local business (10%), availability (pass/fail), insurances (pass/fail), and conflict of interest (pass/fail).
Suppliers must be competent and experienced contractors. For traffic management, a minimum of one person on site must hold a current RIIWHS302D Implement Traffic Management Plan Level 2 at all times. Personnel carrying out plant equipment operations must have the reliant plant equipment tickets.
Liquidated damages may apply per day for failure to complete by the completion date or key supply dates, at the rate stated in Schedule 1.
