Ballina Shire Council is seeking tenders for a 5-year waste collection, transport, processing, and disposal service for council facilities. Tenders must be submitted electronically via VendorPanel or in a sealed envelope by 2:00 PM AEST on Tuesday, 7 July 2026. Invoices must be submitted by email within seven 7 days after the end of each month to ***@***. *. * will be made within 30 days of satisfactory completion and receipt of a correctly rendered invoice.
The service provider warrants that all services and works undertaken are reasonably suitable for the purposes required by the contract and that the council relies upon the skill and knowledge of the service provider.
Tenders will be evaluated based on weighted criteria: Price (50%), Experience and Capability (15%), Methodology and Delivery Plan (20%), and Social and Community (15%).
Tenderers must be suitably qualified and experienced service providers. Mandatory criteria include public liability insurance, NSW workers compensation insurance, comprehensive motor vehicle and plant insurance, and demonstrated WHS, environmental, and quality management systems.
If performance against KPIs is inadequate, council may terminate the agreement with three months' notice or withhold payment until the performance issue is rectified.
Tenderers are expected to have visited the area and familiarised themselves with site conditions before submitting a tender. Submission of a tender is deemed confirmation of this.
Questions relating to the quotation are to be submitted via VendorPanel and will be received up to the close of business on 30 June 2026.
Tenderers may be disqualified for unauthorised communication with council staff, canvassing councillors or staff, collusive tendering, or failing to disclose conflicts of interest.
