The submission closing date and time is Thursday, 2 July 2026 at 2:00 PM AEST. All qualification EOLs must be received by 2:00 pm aest on thursday 2 july 2026.

EOI submissions are assessed against qualification criteria and meeting mandatory requirements. Pricing will be obtained in stage two. SSROC EOLs are assessed against the qualification criteria not in any particular order and whether they meet the mandatory requirements

Respondents must complete and submit qualification, eligibility, and compliance information. Qualification information will be assessed based on years in operation, licensing category, financial viability, demonstrated experience and capacity, successful projects, experience with PPA offtakes and renewable energy coverage, ability to supply electricity and LGCS, and articulation of risk management systems. Respondents assessed as meeting SSROCs mandatory service requirements, industry experience, sustainable financial capacity and capability will be shortlisted

Practical completion for the main works is required by 15 December 2028. The school must be operational by Day 1 of Term 1, 2029.

Payments will be made at Darwin, Northern Territory, based on a lump sum. Retention monies are not applicable.

The defects liability period for the works is 52 weeks, and for each separable part, it is also 52 weeks, as specified in the time and performance schedule.

Selection will be based on a best value for territory assessment, with weightings for: Price (15%), Past Performance (10%), Local Content (30%), Timeliness (20%), Capacity (25%), Scope Specific (25%), and Innovation (25%).

Tenderers must be accredited or recognised by Contractor Accreditation Limited (CAL) to a rating equal to or higher than the total tender value. Subcontractors engaged for works over $100,000 must also be CAL accredited.

Liquidated damages for the works are specified in the time and performance schedule, with a rate of $168,030 per week for separable part 1. For separable part 3, liquidated damages are not applicable.

A site inspection is encouraged prior to submitting a tender response. Access will be made available at 10:00 am on Thursday, 25 June 2026. Attendance is not mandatory, but registration is required.

Tender responses may be declared inadmissible for non-compliance with tendering conditions, failure to comply with the NT Procurement Code, bankruptcy, insolvency, or improper conduct.
