Evaluation criteria include mandatory compliance with insurance requirements, minimum of 10 years civil commercial planning, construction scheduling and reporting experience, and compliance with conditions of contract.

The other evaluation criteria that will be used to evaluate offers are: 1. capability and experience 1. detailed knowledge and extensive experience in the use of the oracle primavera suite and other applications such as microsoft excel, and microsoft project. 2. demonstrated experience in the planning and scheduling of road and transport infrastructure projects and sound knowledge of the relevant construction techniques and practices. 2. interpersonal skills and relationship management 1. substantial level of skill in working autonomously, setting goals and identifying outcomes, while being part of a team and 2. substantial level of skill in oral and written communication, negotiation skills and in writing clear and concise technical reports. 3. price hourly rate 1. to be inclusive of all costs

The council will have regard to, but not necessarily be limited to, the following criteria: insurance, compliance with work, health and safety requirements, methodology approach to collaboratively work with council and successfully deliver all required works, the tendered prices, including the proposed pricing structure, the level of risk associated with negotiation of an acceptable contract for works, including the extent and materiality of any proposed departures, qualifications, assumptions or alternative terms, environmental management systems, south australian community and economic benefit to be achieved through a resulting contract, assessed by reference to the substance of the benefits proposed and not solely by geographic location, degree of compliance with the requirements set out in this rft and the tender documents and such other matters that council considers relevant.

Tenderers must demonstrate: o legal entity with valid abn o insurance in accordance with cos contract requirements o mandatory section minimum o aqf 3 level arboriculture certifications for maintenance works o aqf 5 level arboriculture certifications for tree inspectionaudit o capacity quality resources and availability o tendered pricing must demonstrate value for money to council o management systems implemented that are applicable to the works e. g. safety, quality, environmental, customer relationship management.

The basis of payment is a fixed lump sum and can be paid in one of 2 ways: 1. full payment of fixed lump sum upon successful implementation of the software. 2. progress payments however, tenderers must state in their quote if progress payments are preferred and provide a proposal. invoices are paid 30 days from the date of invoice.

The solution provider provides comprehensive service management, reporting and warranties including but not limited to the following: o no disruption to services should occur during scheduled maintenance activities, upgrades or patches.

In assessing quotes, the council will have regard to, but not necessarily be limited to, the following criteria not listed in any order of priority: 8. 1 completion of the form of quote 8. 2 pricing 8. 3 compliance with the specifications 8. 4 local supplier 8. 5 warranties and guarantees on the services 8. 6 timeframe for the completion of the services 8. 7 demonstrated experience in completing similar projects 8. 8 referees and 8. 9 insurance.

any quote may be rejected if it does not conform with the requirements of the specifications or this rfq.
