Invitees must meet mandatory eligibility criteria including financial standing, relevant project experience, design capability, legal eligibility and licensing, quality, safety, and environmental management systems, and health, safety, and environmental performance. The invitees must: not be insolvent. . . and have financial standing and capacity broadly commensurate with delivery of a project of this scale and complexity.
