The award criteria include value for money based on whole of life cost (30%), capability and capacity (25%), service methodology (25%), environmental and sustainable management (10%), work health and safety (10%), critical assumptions (yn), and modern slavery (yn).

Suppliers must provide details addressing capability and capacity, service methodology, environmental and sustainable management, work health and safety, critical assumptions, and modern slavery.

Mainland testing and commissioning of components, followed by and including delivery to Hobart: by July 2027. Macquarie Island construction support: expected duration of 9 months between January 2028 and September 2028. any timeframes in this notice are indicative only and may be subject to change.

The tender close date is 6 August 2026 at 12:00 PM ACT local time.

Tenders will be evaluated to determine the tender which represents the best value for money to the Commonwealth, with criteria including project understanding (50% weighting), workload and proposed resources (15% weighting), previous performance (15% weighting), and program (20% weighting).

Tenderers must satisfy each condition for participation, including completing and returning a signed confidentiality agreement. The tenderer must also demonstrate financial viability and may be required to provide financial reports and solvency statements.

Complaints regarding the tender process should be submitted in writing to the email address set out in the tender particulars. If the complaint satisfies the requirements of the Judicial Review Act, it may be submitted under the process set out in clause 18. 2.

Tenders may not be evaluated or continue to be evaluated if they are not lodged in accordance with clause 3. 1a, do not satisfy minimum form and content requirements, or if the tenderer fails to satisfy conditions for participation.

The fitout works are expected to be carried out under one separable portion of works. The customer is looking to commence the services for package 1 in August 2026 with a targeted completion date of August 2027. The expected contract commencement is 28 September 2026 and continue until 24 September 2027.

Deliverables include operating and maintenance manuals, warranties, guarantees, as-built drawings, and a draft commissioning and handover plan, in accordance with the timeframes provided for in the contract.

Tenders will be evaluated on the basis of best value for money, considering weighted criteria such as contract delivery (40%), experience (25%), specified personnel (25%), and program (10%), as well as unweighted criteria including modern slavery, environmental sustainability, pricing, financial capacity, and indigenous procurement policy considerations.

Potential suppliers must be accredited under the WHS Accreditation Scheme prior to contract entry. They must also hold valid and satisfactory Statements of Tax Record (STR) and comply with the Workplace Gender Equality Act **** (Cth) if applicable.

Attendance at the site visit on 9 June 2026 is mandatory for potential suppliers who register for the industry briefing. Attendees whose details have not been notified to the contact officer by the time specified in the atm details may be refused entry to the industry briefing and site visit.

Complaints relating to the ATM are to be directed to the director of procurement at procurementfeedback@dcceew. gov. au.

Tenders may be excluded if they are incomplete, clearly non-competitive, or if the tendered price is assessed as being clearly outside the prevailing market range. Failure to comply with mandatory requirements, such as attending the industry briefing and site visit, can also lead to exclusion.
