The State of Queensland is seeking to establish a Standing Offer Arrangement (SOA) for hazardous substances identification and advisory services. The services include assessing, identifying, monitoring, and providing advice on the safe management and rectification of physical, chemical, biological, and environmental hazards across Queensland. The SOA number is QBHS26. The tender period is extended to allow for industry feedback and document amendments. The buyer is QBuild, a commercial business unit of the Department of Housing and Public Works.
The tender closes on Tuesday, 30 June 2026, at 01:00 AM E. South America Standard Time.
As a mandatory requirement of this SOA, all works delivered under a purchase contract must be covered by a service guarantee for the services delivered. The guarantee shall cover all costs associated with the replacement of all defective works, including all labour, travel and materials that are required to be replaced at the site where applicable.
The consultant shall have and maintain a certified safety management system as being compliant with ISO **** occupational safety management system.
Any sample testing supplied as part of the services is to be charged at cost exclusive of GST, plus the agreed percentage markup specified in the schedule of prices, if any. For the purposes of this SOA sample testing means the cost of the NATA laboratory testing and analysis certificate charged to the consultant by the NATA laboratory.

Consultants and workers, including any subcontractors, that are deemed by the customer to be guilty of misconduct, incompetence, negligence, a breach of the SOA conditions or purchase contract, or of the code of conduct for the Queensland Public Service or for any other reason, without giving the reason, at the sole discretion of the customer, may be removed from the site or from the delivery of services.
