The High Speed Rail Authority (HSRA) is seeking a qualified Project Insurance Adviser to develop, refine, and support the implementation of a comprehensive insurance strategy for Australia's first high-speed rail line. The engagement will be delivered in two phases: Phase 1 involves establishing a foundational strategy, and Phase 2 focuses on implementation advisory. The adviser will be responsible for risk profiling, benchmarking, market analysis, stakeholder alignment, and embedding insurance requirements into contract deeds. Key personnel continuity and expertise in megatransport insurance, integrated government environments, and contractor negotiations are essential. The contract will be for a period of two years, with options for extension. Responses must be lodged electronically via Austender by Friday, 19 June 2026, 2:00 PM ACT local time.
The contract will terminate on Friday, 30 June 2028, with options for two periods of 6 months each.
The customer must pay the amount of a correctly rendered invoice to the supplier within thirty (30) calendar days after receiving it, or if this day is not a business day, on the next business day.
The customer will evaluate all valid responses received by the ATM closing time that meet the minimum content and format requirements and the conditions for participation to determine which potential supplier has proposed the best value for money outcome for the customer.
The supplier's response must demonstrate experience and excellence in a minimum of three areas: project insurance expertise, collaboration in an integrated project team and government stakeholder environment, and expertise in engaging with major contractors on insurance requirements.
Unless otherwise notified by an addendum, there are no site inspections for this ATM.
Questions will be permitted up until 5:00 PM Tuesday, 16 June 2026, ACT local time.
The customer will exclude from participation any potential supplier that does not demonstrate compliance with the essential requirements and mandatory criteria as outlined below. Responses must meet all mandatory criteria to be eligible for evaluation stage; submissions that fail to meet these requirements will not be accepted.
