The Australian Taxation Office (ATO) is seeking a vendor to provide an AI coding assistant tool. Tenders must be lodged electronically via austender by 12:00 noon on 12 September 2025 Australian Eastern Daylight Time (AEDT). Suppliers must hold their tenders open for acceptance for a period of not less than 180 calendar days from the closing time. The ATO proposes to enter a 3-year contract with the successful tenderers, with 2 x 12-month extension options. The goods and/or services required, and their requirements, objectives, and outcomes, are detailed in Part 2 of the Statement of Requirements. The closing date for questions is 5 September 2025. Supplier presentations/demonstrations, if required, will be conducted during the evaluation period. Completion of evaluation of tenders is proposed for 5 December 2025, and contract commencement is proposed for 12 December 2025. Tenders must be completely self-contained and must be written in the English language, and refer only to Australian legal units of measurement. The prices and pricing tendered by a supplier must remain unalterable for the offer period. The ATO will only contract a supplier on the basis that the ATO makes payments to the supplier through electronic funds transfer directly into that supplier's bank account. A supplier must indicate in its tender if it intends any person or body who is not an employee to perform work in relation to the required supplies, and if so, must identify the full names of its proposed subcontractors and details of the work proposed to be undertaken by them. A supplier must provide details of its
current insurance cover for the purposes of the provision of the required supplies under the contract if its tender is accepted. A supplier must identify in its tender whether, to the best of its knowledge, a conflict of interest exists or is likely to arise. Tenders must be lodged electronically via austender. The ATO may extend the closing time by posting an addendum or notice on the austender page for this RFT. Tender documents must be in Microsoft Word or Excel format or another format agreed in writing by the ATO's contact officer. Tenders must be free of viruses, worms, malicious code, or other disabling features. Supporting material which elaborates or clarifies the tender, but which does not alter it in any material respect, must be provided to the ATO's contact officer no later than 2 business days after the closing time. The ATO may seek clarification in relation to tenders and/or their tenderers. The evaluation of tenders may involve presentations by tenderers, meetings with tenderers, visits to tenderers' sites or reference sites, demonstrations, inspections of similar goods and reference checks. Tenders not otherwise excluded will be assessed by the ATO to identify the offer it considers represents the best value for money to the ATO overall. Tenderers will be promptly notified following the rejection of their submission, or the award of a contract in relation to this RFT.
