Weight Tenders

The tender response closing time and date is Tuesday, 26 May 2026, 11:00 PM E. South America Standard Time.

The bid notice includes 'Warranty' as a standard weighted criterion with a score of 5.

Tender responses will be evaluated by the tender evaluation panel in accordance with the evaluation criteria listed, including mandatory criteria and standard weighted criteria.

Mandatory criteria include risk management, relevant insurances, OH&S details, and plant risk assessment.

Any tenderer who canvasses a councillor or a council staff member will be disqualified.

Tenders will be assessed based on weighted criteria including appreciation and understanding of the project, detailed project methodology, development of risks and opportunities register, consultants proposed key personnel, relevant company experience, proposed program and key milestones, quality, safety and environmental management, and fee proposal.

Tenderers must meet the mandatory assessment criteria, which include meeting insurance requirements, holding a third-party accredited quality management system certified to AS/NZS ISO **** or equivalent, and having a representative attend the compulsory tender briefing who is an appropriately qualified and senior representative with direct involvement in the preparation and delivery of the tender. The team leader or a senior member of the team must have completed an EIS to exhibition phase for an SSD or SSI project in the past 7 years.

Attendance at the tender briefing is mandatory and will be held on Thursday, 14th May 2026, at 10:00 AM AEST at 191 Clarkes Rd, Tinonee. Attendees must have a 4WD capable vehicle and specific PPE requirements.

Failure to comply with mandatory assessment criteria may result in a tender being excluded from further evaluation. Any tenderer who solicits support for its tender or otherwise seeks to influence the outcome of the tender process may be disqualified.

The tender notice does not explicitly state a delivery deadline, but it mentions that the compliance plate date year of manufacture of the supplied unit must be no more than twelve months prior to the date of delivery, unless prior agreement has been reached in writing with Balonne Shire Council.

Payment will only be made against correctly rendered invoices made in accordance with council requirements, including reference to the correct purchase order (PO) number and the requirements of a tax invoice as defined by the Australian Taxation Office (ATO).

Council may accept the tender that, having regard to all the circumstances, appears to council to be the most advantageous, or decline to accept any of the tenders. Tenders will be evaluated on the basis of mandatory and weighted criteria, with a minimum technical threshold applied to the weighted non-price criteria.

Tenderers must be suitably qualified and experienced contractors. Mandatory criteria include an accredited Work Health and Safety Management System to AS/NZS ISO 45001:2018, an accredited Quality Management System to AS/NZS ISO 9001:2016, and an accredited Environmental Management System to AS/NZS 14001:2016, all accredited by JAS-ANZ or other third party. Professional memberships and EAP licence accreditations are also required.

The supplier query cutoff date is Friday 29 May 2026 at 01:00 am E. South America Standard Time.

Any tender that does not comply with all the mandatory criteria may at council's discretion be eliminated from consideration from the tender evaluation process. Any tender that does not address each weighted criterion and provide the specified information may be eliminated from the tender evaluation process.
