Swan Hill Rural City Council is seeking qualified service providers for electrical line tree clearance (ELC) services. The contract will be for an initial period of three years, with an option to extend for two more. Services include bi-annual planned inspections and associated vegetation management, reactive works, and record keeping. Offers are to be submitted electronically by 28 July 2026, 2:00 PM AEST. Mandatory requirements include OHS and risk management systems, insurance, ESI power vegetation control certification, EWP certification, and traffic management capabilities. Offers will be evaluated based on price (at least 30%), compliance with specification (20%), capability and capacity (20%), methodology (10%), compliance and risk management (10%), social economic benefit (5%), and environmental benefit (5%). The overall value for money proposition will be assessed.
Respondents must meet mandatory compliance criteria including OHS and risk management systems, insurance, Certificate II in ESI Power Vegetation Control, current Elevated Work Platform (EWP) certification, and traffic management capabilities.
A briefing session will be held online via MS Teams on 7 July 2026 at 10:00 AM AEST. Attendance is optional.
The end of the period for questions is 23 July 2026 at 2:00 PM AEST.
