Central Coast Council is seeking Expressions of Interest (EOI) for the development and delivery of a new Food Organics Garden Organics (FOGO) processing facility. The project aims to process council's FOGO material and potentially third-party organic material, diverting it from landfill and reducing greenhouse gas emissions. The facility will be sized to accommodate projected council FOGO material through to 2047. The procurement approach is multiphase, starting with this EOI to gather market feedback and identify potential respondents for a subsequent Request for Proposal (RFP) phase. The closing date for submissions is 7 July 2026. Respondents are encouraged to propose solutions that demonstrate whole-of-life cost efficiencies and value for money. The proposed site is located at the Buttonderry Waste Management Facility. The contract is expected to be a Build Own Operate Transfer (BOOT) model.

Council expects to pay a monthly payment to the contractor during the operating term, which will enable the contractor to recover capital, operating, and financing costs. Performance incentives and adjustment parameters will be incorporated.
