Gas Market Tenders

This Request for Tender (RFT) is for the supply of natural gas to large sites within the Australian Capital Territory. The Queensland Government is calling for tenders for coal exploration permits in the Bowen and Surat Basins. Tenders must be lodged before the closing time through the VendorPanel marketplace. The tender evaluation criteria include the proposed initial work program, financial capability, technical capability, approach to community and landholder consultation, compliance with resources legislation, and compliance with health and safety legislation. Tenderers must provide details or evidence to demonstrate how they meet the evaluation criteria. The minister may grant an epc to a preferred tenderer or refuse to grant any epc. Unsuccessful tenderers will be contacted about the outcome of their tenders. Tenderers must comply with strict confidentiality requirements. The tender process is conducted in accordance with the mra, mercpa and the mr regulation. Tenderers must bear their costs and expenses of preparing its tender. Tenders not submitted via the vendorpanel marketplace portal, before the closing time will be rejected. The minister may require the tenderer to sign a deed on terms reasonably required by the minister to give effect to the preferred tenderers tender and its proposed initial work program. The tenderer must provide, after the opening of tenders, all additional information requested by the minister for evaluation of the tender. The minister may shortlist tenderers and negotiate with one or more tenderers including as a preferred tenderer about the terms of their tenders. The tenderer warrants that, it has, at the time of submission of its tender, not entered into any agreement with other tenderers as to who should be the preferred tenderer or successful tenderer. The minister's only obligations to the tenderer including with respect to the tender process are those expressly set out in these tender conditions and under the mra. The tenderer acknowledges and agrees that information supplied by or on behalf of the minister in relation to the tender and a proposed epc as part of the tender documents or otherwise state supplied information is provided in good faith and only for the tenderers convenience. The tenderer must provide written acceptance to the department of natural resources and mines, manufacturing and regional and rural development nrmmrrd to proceed as preferred tenderer for the tender area **** within 10 business days from the date of the letter. The preferred tenderer must provide security for the proposed exploration permit for coal epc as prescribed under the mineral resources act **** mra and the mineral resources regulation 2025 within 10 business days from the date the appointment of the preferred tenderer is made public by the minister or nrmmrrd. The preferred tenderer must pay rent for the first year of the proposed epc within 10 business days from the date the appointment of the preferred tenderer is made public by the minister or nrmmrrd. The preferred tenderer must provide evidence to nrmmrrd that the preferred tenderer has lodged an application for an environmental authority with the department of the environment, tourism, science and innovation within 15 business days from the date the appointment of the preferred tenderer is made public by the minister or nrmmrrd. The preferred tenderer must provide written notice to nrmmrrd nominating a native title process for the proposed epc within 15 business days from the date the appointment of the preferred tenderer is made public by the minister or nrmmrrd.

The tender is for the supply of natural gas to Defence large market sites in NSW and ACT. The closing date for tenders is 16 March 2026. The contract execution date is 01 July 2026. Tender responses must be submitted electronically via the Austender website.
