This tender is for the construction of a new lined landfill cell stage 4a and the landfill leachate pond at the Forbes Recycling and Waste Depot. A mandatory pre-lodgement site meeting will be held on March 27, 2026. Tenders must be lodged by Friday, April 17, 2026. The anticipated practical completion date is November 30, 2026. Tenderers must comply with the NSW Government Code of Practice for Procurement and Council's policies. The tender price must be a fixed lump sum, itemised in a schedule of rates, and include all costs, including GST. Tenderers must acknowledge and agree that their submitted pricing will allow them to perform the contract without causing or contributing to modern slavery. Council may engage private sector consultants for financial investigations. Ownership of all submitted tender documents will transfer to Council upon receipt and will not be returned. Council is not liable for any costs incurred by tenderers in connection with their tender. Tenders must be lodged via Tenderlink or by registered post/hand delivery to the General Manager, Forbes Shire Council. All tenders must be in English and bound. Council is not obliged to accept any tender, even if it is the lowest price. Unsuccessful tenderers are not entitled to request reasons for the decision. Tenderers must obtain written approval from Council before any disclosures relating to the tender or contract are made to the press or public domain.
The deadline for the lodgement of tenders is 2pm, Friday 17 April 2026.
Council will accept the tender which, having regard to all the circumstances appears to be the most advantageous. In evaluating tenders, council may take into consideration factors including, but not limited to: modern slavery legislation compliance, whole of life costs, ability to meet requirements of the code and policies, innovation, delivery time, quality offered, previous performance experience capability work health and safety performance workplace relations performance environmental management performance community relations value adding, including economics, social and environmental initiative and conformity with the conditions.
Tenderers must be a legal entity and have a registered Australian Business Number (ABN) and be registered for GST purposes with the Australian Taxation Office.
There is a mandatory pre-lodgement site meeting at 1pm, 27 March 2026 at 342 Daroobalgie Road, Forbes NSW **** to the nominated contact person is required, and attendance is mandatory.
Unsuccessful tenderers are not entitled to request reasons for the choice of the successful tenderers or otherwise seek to challenge or question the validity of the determination made by council.
