Central Highlands Regional Council is seeking quotations for survey, detailed design, and construction tender support services for a rural waste facility at Dingo Bin Station. The project includes design for general waste and recycling bins, CCTV monitoring, access roads, and associated infrastructure. The consultancy engagement is divided into three stages: survey and site investigation, detailed design and documentation, and construction tender support (separable and activated by council instruction). Key project timelines include contract commencement in July 2026 and substantial completion of Stages 1 and 2 by October 30, 2026. The estimated construction budget is approximately $350,000. Mandatory technical requirements include multidisciplinary capability in civil engineering, surveying, geotechnical engineering, town planning, and environmental compliance. The consultant must demonstrate program management, responsiveness, and cost-conscious design solutions. Deliverables must be in editable native formats and PDF, with civil engineering deliverables RPEQ-certified where applicable. Intellectual property rights in deliverables vest in the council upon payment. Insurances required include $5 million professional indemnity and $20 million public liability cover.
The agreement states that Stage 1 and Stage 2 are to be substantially complete by Friday 30 April 2027, and Stage 3, if activated, will occur during the subsequent construction procurement phase. The latest date by which all services must be complete is Friday 30 April 2027.
The agreement specifies that payment will be made within 28 days of the last day of the month in which the invoice is received.
The consultant warrants that the services will comply with all applicable requirements of the agreement and industry practice, be fit for purpose, and be performed by appropriately qualified and experienced personnel. Deliverables will be free from error, software virus, omission, inconsistency or ambiguity.
The council will favour respondents who demonstrate a strong understanding of regional and rural local government infrastructure delivery environments, experience delivering practical waste, civil or local government infrastructure projects of comparable scale, ability to apply proportional design solutions, strong programme management and responsiveness, clear communication and concise reporting, and awareness of whole-of-life operational and maintenance implications.
The services require a combination of remote office-based work and site-based investigations, including survey and geotechnical fieldwork. Mandatory technical requirements include multidisciplinary capability covering civil engineering (RPEQ), licensed cadastral or engineering surveying, geotechnical engineering, town planning, and environmental compliance.
The services require site-based investigations, including survey and geotechnical fieldwork at Lot 51 HT420, 56 Normanby Street, Dingo QLD ****.
The consultant must not engage in any collusive behaviour, anti-competitive conduct, or other similar conduct in contravention of legislative requirements relating to the agreement. Failure to comply with the agreement, including providing false or misleading statutory declarations, may lead to termination and no further payment.
The planning estimate for the construction of the facility is approximately $350,000.
