Central Coast Council is seeking tenders for recyclables receival and processing services. The contract aims to modernise waste and resource recovery service delivery with a long-term processing arrangement. Key objectives include maximising recycling outcomes, minimising residual waste, ensuring transparent and high-performance processing, improving contamination management, and providing full traceability of materials. The proposed contract term is an initial 10 years, with extension options for a maximum of 15 years, commencing Monday, 1 March 2027. The council emphasizes measurable performance outcomes such as recovery rates, contamination levels, and reporting accuracy. Innovation and future readiness are also key considerations. The tender includes mandatory criteria for Work Health and Safety, Quality Management, and Environmental Management systems, along with weighted criteria for organisation experience, key personnel experience, works methodology, sustainability, and price. Payment will only be made against correctly rendered invoices made in accordance with council requirements, including reference to the correct purchase order (PO) number and the requirements of a tax invoice as defined by the Australian Taxation Office (ATO).
Council may in its absolute discretion either accept the tender that, having regard to all the circumstances, appears to council to be the most advantageous, or decline to accept any of the tenders. Tenders will be evaluated on the basis of the criteria specified, including mandatory and weighted criteria.
Tenderers must be suitably qualified and experienced contractors. Mandatory criteria include an accredited Work Health and Safety Management System to AS/NZS ISO 45001:2018, an accredited Quality Management System to AS/NZS ISO 9001:2016, and an accredited Environmental Management System to AS/NZS 14001:2016, along with professional memberships and EAP licence accreditations.
Any tender that does not comply with all the mandatory criteria may at council's discretion be eliminated from consideration from the tender evaluation process. Any tender that does not address each weighted criterion and provide the specified information may be eliminated from the tender evaluation process.
