Tracking System Tenders

The AFMA requires the panel arrangement to be established as early as possible to allow the expansion of the EM program to be completed by 30 June 2026. The NPF, approximately 65 of the EM expansion vessels, will need to be installed by 20 March 2026, while the vessels are in port between fishing seasons.

The evaluation criteria to be applied for the purposes of evaluation under this RFT are as specified in section 1. 2 of part B2 of this RFT. The capability and capacity subcriteria, and relevant weightings are as follows: capability the tenderers ability to provide the services in accordance with the statement of requirements set out in this part A2, based on the tenderers: industry experience and expertise in providing highly performant and reliable EM systems and related services to large-scale fisheries operations within Australia or similar-sized jurisdictions past performance and that of any proposed subcontractors or personnel providing similar services of the scale and complexity described in the statement of requirements skills and qualifications including those of any proposed personnel and subcontractors demonstrated capability to comply with applicable Australian/international standards and proposed economic benefit to the Australian economy. 50 capacity the capacity of the tenderer to provide the services in accordance with the statement of requirements within the required timeframe, including: the capacity of the tenderer to provide the services at the scale required by AFMA and within the required timeframes the capacity of the tenderer to provide the services in the locations required by AFMA the ability of the tenderer to provide the required technically skilled and experienced personnel to perform the services. 50

The tenderer must comply with all conditions for participation. A tenderers failure to satisfy any conditions for participation will, subject to section 1. 1. 4 of part B2 of this RFT, result in their tender being excluded from consideration under this RFT. The tenderer must: 1. exist as a legal entity at the closing time. In the event that the tenderer is a consortium, joint venture or partnership, the lead member must be a legal entity at RFT closing time. 2. and any subcontractors proposed in the tender must, not be named as not complying with the workplace gender equality act **** cth. 3. the tenderer confirms that in dealing with its employees and independent contractors, the tenderer has due regard to commonwealth policies on the engagement of workers, and complies with commonwealth policies on the engagement of workers, including the obligations under the work health and safety act **** cth and relevant work health and safety laws. 4. and any subcontractors proposed in the tender must not be insolvent, bankrupt, in liquidation, or under administration or receivership at the RFT closing time. 5. and any subcontractors proposed in the tender must not have a judicial decision against it excluding decisions under appeal relating to employee entitlements and has not paid the claim. 6. not be named in the consolidated list referred to in regulation 40 of the charter of united nations dealing with assets regulations **** cth.

The deadline for submission of tenderer questions is 17:00 AEDT on 01 November 2025.
