Mowing Supplies Tenders

Delivery must take place prior to the completion date specified in Schedule 1, or as otherwise directed by Council's representative. The operational hours for delivery at the Emerald Depot are 6 AM to 6 PM.

Payment terms are within 30 days of the last day of the month in which the invoice is received. Council will pay the amount in the payment schedule within the timeframe stated in Schedule 1 after receipt of a payment claim.

All goods and associated services must be provided with a minimum twelve (12) month warranty covering fitness for purpose, merchantability, and compliance with specifications. This includes all transport costs to and from the nearest appropriate repair centre and responsibility for arranging and completing warranty work.

The evaluation criteria are: Price 30%, Suitability and fit for purpose 55%, Local business development 5%, and Availability and delivery timeframe 10%.

Suppliers must complete the mandatory returnable workbook, including sections on compliance, supplier information, specification, pricing, technical data, and service maintenance. Departures must be included in the submission.

The contract does not explicitly detail penalties for late delivery, but it preserves Council's right to claim general law damages.

Tenders must be lodged electronically via Vendor Panel by the tender closing time. Failure to allow adequate time for upload may result in disqualification.

Tenders must be lodged and received in entirety before the closing date and time: Monday, 24 August 2026 at 12:00 noon.

Payments will be made upon presentation of a detailed invoice with an appropriate purchase order number in accordance with councils normal accounts payable conditions.

Tenders will be evaluated against weighted criteria: Price (30%), Relevant Experience and Performance History (25%), Methodology, Approach and Initiatives (20%), Capacity and Resourcing (15%), and Environmental Considerations or Initiatives (10%).

Tenderers must hold the required qualifications and demonstrate experience in the provision of the requested services, preferably in a local government environment. Council will only accept offers from an incorporated entity, a trustee or a partnership.

The end of the period for questions is Monday, 17 August 2026 at 12:00 noon.

Late submissions will not be accepted. Incomplete submissions may be deemed noncompliant and excluded from evaluation. Failure to comply with submission requirements or provide requested information may result in disqualification.

The tender closing date is Monday, 20th July 2026, at 2:00 PM AEST.

Tenders will be evaluated based on relevant experience, demonstrated understanding, tenderers resources and availability, local supplier weighting, and pricing schedules.

The tenderer must be experienced and qualified, holding a positive construction white card and chemical spraying accreditation/license (agricultural chemicals distribution control - ACDC operators license).

If KPI targets continue to be breached beyond six months of the contract, council may seek to issue notices under the contract.

Council will not be arranging an inspection of the site. If a tenderer wishes to visit the site, they may do so at their own cost and risk, subject to notifying council in advance.

Any tenderer who directly or indirectly canvasses support from an elected member, employee, or agent of council will be disqualified.

Tenders close at 2pm AWST on Wednesday, 17 June 2026.

The selection criteria include compliance, price (45%), relevant experience and WHS (25%), local benefit (5%), and respondent resources demonstrated understanding (25%).

Tenderers must demonstrate their financial ability, quality assurance, OSH systems, and hold necessary licenses and registrations. Evidence of relevant experience, WHS management systems, and local community contributions is also required.
